Under the Home Improvement Consumer Protection Act, anyone performing at least $5,000 of home improvement work in Pennsylvania per year must register with the Office of Attorney General. The fee is $50, and the PA contractor number issued must appear on ALL advertising, contracts, estimates and proposals. Registration tests no skill and grants no authority to do electrical or plumbing work, it is a consumer-protection registry, and confusing it for a license is the single most common mistake made about working in Pennsylvania. WHY LOCAL LICENSING STILL EXISTS. Since 1 July 2009 Pennsylvania municipalities may not separately license or register home improvement contractors, with an express carve-out for licensing standards already in effect on that date for electricians, plumbers and other trades where the license is conditioned on testing or on certificates obtained through specific training. That carve-out is why Philadelphia and Allegheny County still run real trade examinations while the rest of the state largely does not. WHAT ACTUALLY APPLIES TO AN HVAC TECHNICIAN HERE. First, HICPA registration if the residential work exceeds $5,000 a year. Second, whatever the municipality requires, Philadelphia requires a contractor license for permitted work, and other municipalities range from a registration to nothing. Third, and this one IS federal and does apply everywhere: EPA SECTION 608 TECHNICIAN CERTIFICATION is required to purchase or handle regulated refrigerants, in Type I, II, III or Universal, and it does not expire. Fourth, work touching gas or water piping can fall under a municipality's PLUMBING licensing, which in Philadelphia and Allegheny County is a real examined license. The trade boundary, not the job title, is what decides.
