| Requirements | PENNSYLVANIA ISSUES NO STATE ELECTRICIAN LICENCE. There is no state electrical board and no state journeyman or master electrician credential, so the answer depends entirely on where the work is performed. WHAT IS REQUIRED STATEWIDE: HICPA REGISTRATION, WHICH IS NOT A TRADE LICENCE. Under the Home Improvement Consumer Protection Act, anyone performing at least $5,000 of home improvement work in Pennsylvania per year must register with the Office of Attorney General. The fee is $50, and the PA contractor number issued must appear on ALL advertising, contracts, estimates and proposals. Registration tests no skill and grants no authority to do electrical or plumbing work, it is a consumer-protection registry, and confusing it for a license is the single most common mistake made about working in Pennsylvania. WHY LOCAL LICENSING STILL EXISTS. Since 1 July 2009 Pennsylvania municipalities may not separately license or register home improvement contractors, with an express carve-out for licensing standards already in effect on that date for electricians, plumbers and other trades where the license is conditioned on testing or on certificates obtained through specific training. That carve-out is why Philadelphia and Allegheny County still run real trade examinations while the rest of the state largely does not. PHILADELPHIA ELECTRICAL CONTRACTOR LICENCE, the most demanding in the state. Experience is proven with TAX RECORDS showing employment by a licensed electrical contractor, or with proof of licensure in another local or state jurisdiction, subject to approval by the Department of Licenses and Inspections. The examination is administered by the International Code Council and must reference the current version of the Philadelphia Code and associated standards; an application must be filed within 12 months of passing it. Separately, the applicant must show at least EIGHT HOURS of coursework in the current or a later edition of NFPA 70, from a provider approved by the PA Department of Labor and Industry, completed in the 12 months before applying. ELSEWHERE IN THE STATE, requirements range from a full examination in the larger municipalities to nothing at all in townships with no ordinance. Check the municipality before quoting the work, not after. |
| Reciprocity | Not applicable at state level. Pennsylvania issues no state electrician license, so recognition of an out-of-state license is decided by the municipality where the work is done, and Philadelphia will consider proof of licensure in another jurisdiction as evidence of experience, at the department's discretion, rather than as an automatic exemption. |
