HOW AN HVAC EMPLOYEE QUALIFIES. DLI's position is that an employee doing HVAC work meets the employee requirements if they either hold a CERTIFICATE OF COMPLETION from an approved HVAC apprenticeship program in Minnesota, or hold ANY CLASS OF PERSONAL LICENCE issued by DLI. Note the department's own caveat: NO DLI-APPROVED HVAC APPRENTICESHIP PROGRAMME EXISTS AT THIS TIME, which in practice pushes technicians toward holding a DLI personal license, most commonly an electrical one. WHERE ELECTRICAL LICENSING BITES. Connecting and wiring HVAC equipment is electrical work, and DLI's bulletin exists precisely because HVAC firms were unclear about when their technicians needed an electrical license to do it. Read that bulletin before assuming the work is exempt. WHERE PLUMBING LICENSING BITES. Piping that touches potable water or drainage falls under the state plumbing license, which Minnesota does license and enforce. | Reciprocity | There is no standalone HVAC license to reciprocate. What matters is whichever DLI personal license the technician holds, assessed on Minnesota's own recorded-experience standards. EPA Section 608 certification is federal and transfers freely. |
