| Requirements | HVAC Technician requires at least 2,000 hours of HVAC-related work, training and experience and passing the field examination; HVAC Residential Technician has no experience-hour requirement but must pass its own examination; HVAC Technician-in-Training requires neither. Certification has been mandatory since January 1, 2016, subject to the statutory exemptions. Fees under 42 CSR 34 section 10 are annual: HVAC Technician $75 (no fee if the applicant is already licensed as an HVAC contractor), HVAC Residential Technician $50, HVAC Technician-in-Training $25, late fee $25, duplicate license $10. EXAMINATION ADMINISTRATION. The examinations are delivered by Prov, Inc. (866-720-7768, provexam.com) under contract to the Division of Labor. BLOCKED SOURCE - Prov's West Virginia Division of Labor Candidate Information Bulletin, which carries the question counts, time limits, examination fee, open-book rules and reference code editions, returned HTTP 403 Forbidden to an automated fetch on 2026-09-07, and no copy is hosted on labor.wv.gov; those figures are therefore not recorded here rather than guessed. |
| Reciprocity | Yes as a general discretionary endorsement, with no named-state list published. W. Va. Code §21-16-3 provides that the commissioner shall expedite the issuance of a provisional license or a license by endorsement or reciprocity to an applicant who has verified military experience or holds a current license issued by another jurisdiction that has license requirements substantially equivalent to West Virginia's. The legislative rule, 42 CSR 34 §15 ('Reciprocity; Work Experience'), provides at §15.1 that to the extent other states license or issue other authorisation to practise for HVAC technicians, HVAC residential technicians or HVAC technicians-in-training and have requirements equivalent to the Act and this rule, the Commissioner may in his or her discretion grant licenses of the same classification without examination to technicians licensed or authorised by other states, conditioned on satisfactory proof of qualifications and payment of the applicable license fee under §42-34-10. §15.2 provides a separate work-experience-based pathway, also without examination, for an applicant whose prior state does not license HVAC work at all. No specific states are named in either the statute or the rule, and the Division of Labor's current HVAC Technician Certification forms page lists no state-specific reciprocity forms. |
| Renewal | Annual. Legislative rule 42 CSR 34 ('Regulation of HVAC Work'), active version effective 5/1/2023, provides at §§ 6.4-6.5, 7.3-7.4 and 8.2-8.3 that an HVAC technician license is valid for up to one year unless sooner suspended or revoked, with identical language for the HVAC Residential Technician and HVAC Technician-in-Training licenses. A renewal notice is sent 45 days before expiration; a late fee of $25 applies if the renewal is postmarked or received more than 15 days after expiration; and a license expired 90 days or more cannot be renewed. Continuing education: none. No continuing education requirement appears anywhere in the current legislative rule, and the Division of Labor's HVAC certification FAQ contains no continuing education requirement either.
